Sergey Karaganov, Honorary Chairman of the Council on Foreign and Defense in Russia, who has moved from the circle of "expert community" to direct advisory to the decision-makers, in his article "How to Win a World War" dated April 30, 2026, is advising for more severe consequences to entities that engineer attacks directly on Russia. This distinction between "experts" and "decision-makers" was also mentioned by Dimitry Polyanskiy, Russia's representative at OSCE, in that NATO is already waging war against Russia. Already, in the latest update to their defence strategy outlook, they have stated that any attack, even one devised in one country and executed via another, may trigger a nuclear response.
In Karaganov's article, he is stating that this next world war
has already started, specifically with Obama's "America First"
policy to revive U.S. power. "His administration increased
military spending and anti-Russian propaganda. Russia tried to
stop this new attempt at revanche by reincorporating Crimea, at
which point the real hysteria began."
He goes on to say "However, our key mistake was to only
partially utilize our most important weapon: nuclear deterrence,
for which we paid with malnutrition and even famine in the 1940s
and 1950s."
However, any use of nuclear weapons must be relegated to past mistakes and not repeated again on this small, blue planet, especially for a warning attack. That development of the atomic bomb leading up to its use in 1945 was a time of aerial attack by rather primitive bombers to create massive destruction from a single delivery. Military capabilities have far surpassed that stage now, where massive destruction can be caused remotely by missiles and drones, on large scale. Nuclear weapons are no longer a military necessity under any imagined situation. Mr. Karaganov still believes that a nuclear war is "winnable" and if you think that "winning" equates to defeating the "enemy" then of course that is true. But fallout from any such attack is not confined to borders, so in fact, everyone loses! But aside from these rationalizations, the notions of "war" and "enemy" must be phased out, removed from the human toolkit. Decide: is there free will, or not. Is there a civilization on this planet, or not. Diplomacy cannot work when one side wishes to destroy the other, and that has been expressly the West's goal since 1940, at least. Every arms buildup was initiated by the West and always on a grand, most-expensive manner in order to damage Russia's economy as they tried to keep strategic balance. Yet, we see how poorly this over-priced U.S. weaponry performs in their failing attack on Iran.
Karaganov states "But we must understand that, fundamentally, long-term peace and development—for our country and for all humankind—are impossible without suppressing the West's Europe-led pursuit of revanche. We should destroy the Kiev Regime, and liberate the southern and eastern regions of the quasi-state of Ukraine, which Russia needs for security reasons."
Yes, it is absolutely correct that Russia requires and deserves actually neutral states along its borders and that this Western nonsense of hate of Russia must end.
Adding to this he states: "It is impossible to victoriously end the current struggle in Ukraine, let alone prevent its escalation to a global thermonuclear war, without qualitatively increasing reliance on nuclear deterrence. To do this, we must stop blabbering about "arms control" and rule out any new START treaty, although agreements on joint management of nuclear deterrence and strategic stability are useful and even necessary. ... Nuclear weapons, in optimal numbers and with the right doctrine of use, while saving conventional military spending, make non-nuclear superiority unachievable."
But again, use of nuclear weapons must be proscribed regardless of conditions. Yes, nuclear arms-control measures never worked in a functional manner for Russia – Russia only agreed to those pacts so far as they limited U.S. military expansionism, which has been the big ogre in this world all along. If the U.S. wants nuclear arms control, they can unilaterally disarm, then the rest-of-the-world will be able to save that massive expense in armaments.
Karaganov says "The use of nuclear weapons is a great sin. But the de facto refusal to use them is an unforgivable, deadly, and criminal sin, because it paves the way for the expansion and escalation of the world war unleashed by the West. If it is not stopped, it will most definitely lead to the destruction of humanity, including our own country." [emphasis as per original]
However, he says:
"Yet, to curb Washington, which has lost all sense of boundaries, we should amend our military doctrine to state our real readiness to strike U.S. and European overseas assets if the West continues its present course toward unleashing a world war. This must also apply even to friendly countries, which would do well to remove these assets.
Accompanying this change, we must continue to increase the flexibility of our military capabilities. The West is much more dependent on foreign assets, bases, and vulnerable logistics and communications than we are. The enemy should recognize his vulnerability and understand that we know about it. We should make use of Iran's experience defending itself from the current U.S.-Israel aggression. Tehran hit the enemies' weak points; they felt the pain and retreated. Changes in military doctrine and structure, increasing asymmetric strike capability, will enhance deterrence and have a civilizing effect on the opponent, who has lost his mind and is jumping or is about to jump into insane gambles.
Any preemptive strikes (first with conventional weapons and then, if absolutely necessary, with nuclear ones) should prioritize communication and control centers, plus the places (especially in Europe) where the elite is concentrated. The elite should be deprived of its sense of impunity, and know that, if war is continued against Russia—let alone escalated, horizontally or vertically—fatal blows will be launched against these elites and those close to them.
To strengthen this deterrent, we should accelerate the creation and testing of conventional and nuclear weapons that are capable of penetrating into great depths. Unhinged leaders, especially in Europe, should know that they cannot sit things out in bunkers or on some islands. Our Defense Ministry recently published a list of European enterprises producing weapons for the Kiev regime; this is just a very small step, but in the right direction. Now the Western elite pretends to fear us, but does not actually do so, certain as it is that Russia will never punish them with nuclear weapons. We need to instill primal fear in them. Maybe then they will back off, or their Deep State masters will expel them. Maybe societies will rise up.
Strengthening Russia's nuclear credibility is also necessary to awaken European societies from their 'strategic parasitism'—the belief that there will be no war and that everything will work out for the best. We must return a sense of self-preservation to those who have forgotten their past wars and crimes.
Clearly, such a policy is absolutely necessary towards Germany. A country that has started two world wars and is guilty of serial genocides has no right to the "strongest army in Europe," much less weapons of mass destruction. If it tries to obtain them, it should be destroyed along with them, so that no threat to peace ever comes from German territory again. The German burghers should be made to understand this.
To strengthen the threat, we should amend our nuclear doctrine and specify that in the event of aggression (or continued aggression) by one or multiple states whose economic, demographic, and technological potential exceeds ours, Russian command will have the right and obligation to use nuclear weapons. We should start, of course, with a series of nuclear tests. (I do not understand why we are waiting for the Americans to begin. Are we again trying to please them?) This should be followed by conventional attacks on logistics hubs, control centers, and symbolic targets. If the adversary continues its policy or fights back, we should respond with a series of grouped nuclear strikes. Reliance on nuclear deterrence is necessary to block the road to drone warfare. Our response must be crushing. If, for example, missiles or drones fly out of Ukraine or neighboring countries after a peace agreement or capitulation, those who stand behind the drone operators should know that retaliation—even nuclear—will reach them. Knowing this, they will themselves hunt for possible provocateurs."
So where is this issue headed? Try to understand that when Russia officials make an official statement, the worlds mean precisely what is stated, nothing more, nothing less (see Humpty Dumpty's statement). At an address to the UN Security Council on May 19, 2026, Russia's Permanent Representative to the United Nations, Vasily Nebenzya, said these exact words (UN translations system English), in the proceedings broadcast by Freelensia:
6:54- "I want to draw the attention of everyone contemplating complicity with Kiev in committing terrorist attacks on the territory of Russia to the fact that modern means of intelligence allow for the reliable establishment of the coordinates of drone launch points."
7:09- "Verified data can also be obtained during the study of drone debris, as was the case with the Zelensky regime's attempt to attack the residence of the President of Russia (7:18-) with drones in December of last year. A retaliatory strike under such conditions will be inevitable."
7:26- "And yes, Madam Permanent Representative of Latvia, the Foreign Intelligence Service of Russia has stated that the coordinates of the decision-making center on Latvian territory are well known, (7:36-) and the country's membership in NATO will not protect the accomplices of terrorists from just retribution"
There you have it - Latvia has been warned, at the UN Security Council, directly to the Latvian Representative of the consequences that ARE going to happen. And if you look at the whole pie, the movement of Ukrainian weapons and personnel into Latvia, and the upcoming major conference in St. Petersburg, start considering the seriousness of these coming days.
